It's Joseph Joestar from JoJo's Bizarre Adventures. 9this is the part 3 version of him, he's younger in part 2 (which is Joseph-centric).
And that's not a whip.
It's a thorny vine-like mental projection of his which is extremely complicated to describe... :D You should read the series!
